No 'fiscal cliff' deal, but Democrats, GOP closer to compromise

WASHINGTON -- ?Democrats and Republicans on Capitol Hill moved closer to a compromise to avert part of the so-called fiscal cliff, but theyremained unable to close a deal during an unusual Sunday session of negotiations punctuated by rounds of political finger-pointing.

After talks hit a standstill early in the day, the administration answered a plea from Senate Republican Leader Mitch McConnell of Kentucky to send Vice President Joe Biden to broker the negotiations.

?I?m willing to get this done, but I need a dance partner,? McConnell said on the Senate floor.

Biden and McConnell talked by phone throughout the afternoon as the two sides appeared to close in on a potential compromise.

Republicans have said they are willing to raise taxes on wealthier households, and their latest offer pushed the threshold for tax increases to roughly $550,000 in taxable income for couples and $450,000 for single households. The most recent offer from Democrats had set the tax level slightly lower, around $450,000 for couples and $360,000 for singles.

But Republicans were also seeking to preserve inheritance taxes at current rates and keep automatic spending cuts in place, which Democrats oppose. Democrats also want to continue long-term unemployment benefits as part of the year-end package.

?We understand taxes are going up on the wealthy, baked in the cake, that's going to happen,? said Sen. Bob Corker (R-Tenn.). But Corker said Democratic proposals to use the revenue gained as a way of delaying the looming automatic spending cuts were out of bounds. ?That?s outrageous,? he said.

Other sticking points remain over adjustments to the rates Medicare pays doctors and a fix to the tax code to protect middle-income Americans from the alternative minimum tax, which was designed to prevent tax avoidance by the wealthy. Both provisions involve laws that are not indexed for inflation and require annual adjustments by Congress.

President Obama made clear the line of attack that the White House would use against Republican leaders if Congress could find a resolution to the fiscal cliff ? the automatic spending cuts and tax hikes that are scheduled to begin rippling across the economy at the start of the new year.

?They have had trouble saying yes to a number of repeated offers,? Obama said in an interview on ?Meet the Press,? which was taped on Saturday.

?If they can't do a comprehensive package of smart deficit reductions, let's at minimum make sure that people's taxes don't go up and that 2 million people don't lose their unemployment insurance.

?The pressure's on Congress to produce.?

The president?s fallback proposal, which would allow tax hikes on those with incomes above $250,000 and include other must-pass year-end measures, remains a last-ditch option that could come to a vote Monday. Republicans would probably launch a filibuster to block that bill, which would put them in the politically difficult position of preventing a tax cut for the vast majority of Americans.

The negotiations between McConnell and Majority Leader Harry Reid of Nevada suffered a major setback at midday Sunday when Republicans demanded ? and Democrats rejected -- a move to trim cost-of-living increases for Social Security recipients.

?We're not going to have any Social Security cuts,? Reid said.

An aide speaking anonymously in order to discuss the talks said the Democratic leader ?was taken aback and disappointed? by the Republican proposal. ?We feel we are further apart than we were 24 hours ago.?

Adjusting the cost of living for recipients of government benefits, including Social Security, had once been offered by Obama in previous talks with House Speaker John A. Boehner (R-Ohio) when the two were negotiating a broader deficit reduction deal. But Democrats have rejected inclusion of the idea in the more limited package now under discussion.

Republican senators distanced themselves from McConnell?s proposal soon after it became public.

?I'm not a fan,? said retiring Sen. Olympia Snowe (R-Maine), emerging from a closed meeting of GOP senators. ?I don't think it should be part of it, and I think there are others who shared that view.?

Sen. John McCain (R-Ariz.) spelled out the public relations challenge the proposal posed for his party. ?What [Democrats] are saying now is, ?Republicans want to preserve tax breaks for rich people and give up seniors? Social Security,?? he said. ?It should be off the table. And I think most Republicans believe it should be off the table.?

AU warns of sanctions if rebels take over CAR

ADDIS ABABA, Ethiopia (AP) ? The African Union has warned rebels advancing to the capital of the Central African Republic of sanctions and the suspension of the country from AU activities if they seize power.

Chairwoman of the Commission of the AU Nkosazana Dlamini Zuma said Monday the AU rejects any attempt to seize power forcefully. She says any attempt to seize power unconstitutionally will result in sanctions against the perpetrators and their total isolation.

Central African Republic President Francis Bozize said Sunday during a press conference after talks with the head of the AU, Benin's President Thomas Boni Yayi, that he is not against forming a coalition government with the rebels.

The impoverished nation has suffered many army revolts, coups and rebellions since gaining independence in 1960.

Emancipation Proclamation 150th Anniversary Marked By Watch Nights This Year

WASHINGTON ? As New Year's Day approached 150 years ago, all eyes were on President Abraham Lincoln in expectation of what he warned 100 days earlier would be coming ? his final proclamation declaring all slaves in states rebelling against the Union to be "forever free."

A tradition began Dec. 31, 1862, as many black churches held Watch Night services, awaiting word that Lincoln's Emancipation Proclamation would take effect amid a bloody Civil War. Later, congregations listened as the president's historic words were read aloud.

The proclamation would not end slavery outright and at the time couldn't be enforced by Lincoln in areas under Confederate control. But the president made clear from that day forward that his forces would be fighting to bring the Union back together without the institution of slavery.

Lincoln issued his preliminary Emancipation Proclamation in September 1862, after the Battle of Antietam, announcing that if rebel states did not cease fighting and rejoin the Union by Jan. 1, 1863, all slaves in rebellious states or parts of states would be declared free from that date forward.

This year, the Watch Night tradition will follow the historic document to its home at the National Archives with a special midnight display planned with readings, songs and bell ringing among the nation's founding documents.

The official document bears Lincoln's signature and the United States seal, setting it apart from copies and drafts. It will make a rare public appearance from Sunday to Tuesday ? New Year's Day ? for thousands of visitors to mark its anniversary. On New Year's Eve, the display will remain open past midnight as 2013 arrives.

"We will be calling back to an old tradition," said U.S. Archivist David Ferriero, noting the proclamation's legacy. "When you see thousands of people waiting in line in the dark and cold ... we know that they're not there just for words on paper.

"On this 150th anniversary, we recall those who struggled with slavery in this country, the hope that sustained them and the inspiration the Emancipation Proclamation has given to those who seek justice."

The National Archives allows 100 visitors at a time into its rotunda, where the Emancipation Proclamation will be displayed along with the Constitution and Declaration of Independence. On the busiest days, 8,000 people file through for a glimpse of the founding charters.

Performances and re-enactments are scheduled to continue throughout New Year's Day. The U.S. Postal Service will unveil a new Emancipation Proclamation stamp as well.

This special display is just one of many commemorations planned in Washington and in churches nationwide to mark the anniversary of Lincoln's actions to end slavery and end the Civil War.

President Lincoln's Cottage in Washington, where the 16th president spent much of his time and where he began drafting the proclamation, is displaying a signed copy of the document through February. It also will host its own New Year's Eve celebration.

The Library of Congress will display the first draft handwritten by Lincoln. It will be on display for six weeks beginning Jan. 3 in the library's exhibit, "The Civil War in America," which features many personal letters and diaries from the era.

Also, the Smithsonian's National Museum of African American History and Culture just opened its newest exhibition, "Changing America," to recount the 1863 emancipation of slaves and the 1963 March on Washington for Civil Rights. It includes a rare signed copy of the 13th Amendment to the Constitution that ultimately abolished slavery.

The Watch Night tradition also continues at many sites Monday night.

In Washington, the Metropolitan A.M.E. Church, where abolitionist Frederick Douglass was a member, will host a special 150th anniversary service.

History lovers say this is a chance to remember what the Emancipation Proclamation actually signified.

Lincoln wrote in part: "I do order and declare that all persons held as slaves within said designated States, and parts of States, are, and henceforward, shall be free."

He went on to say the military would recognize the freedom of slaves, that freed slaves should avoid violence and that freed slaves could enlist in the U.S. armed forces. It did not immediately free a single slave, though, because Lincoln didn't have the power to enforce the declaration in the Confederacy. Still, many slaves had already been freeing themselves, and the document gave them protection, said Reginald Washington, an archivist of African-American history at the National Archives.

"It was a first, important step in paving the way for the abolishment of slavery with the ratification of the 13th Amendment," he said.

It also brought "a fundamental change in the character of the war," Washington said. "With the stroke of Lincoln's pen, a war to preserve the union had overnight become a war of human liberation."

The proclamation became a symbol of hope for nearly 4 million slaves and a confirmation that the war should be fought to secure their freedom, said Washington, who is retiring from the Archives after nearly 40 years. Some historians and scholars have come to view to proclamation as one of the most important documents in U.S. history.

The final proclamation has been rarely shown because it was badly damaged decades ago by long exposure to light. After it was signed at the White House, it was kept at the State Department for many years with other presidential proclamations. In 1936, it was transferred to the National Archives.

Records show it was displayed between 1947 and 1949 in a "Freedom Train" exhibit that traveled the country. Then it was shown briefly in January 1963 to mark the 100th anniversary of its signing.

It wasn't until 1993 that the Emancipation Proclamation has been shown more regularly to the public. In the past decade, it has been shown in 10 other museums and libraries nationwide for no more than three days at a time to limit its exposure to light. A 2011 exhibition at the Henry Ford Museum in Dearborn, Mich., that was open around the clock drew lines amounting to eight-hour waits to see the document.

Conservators rotate which of the five pages are shown to limit their light exposure. In Washington, they will display pages two and five, which is Lincoln's signature page. High-quality copies are shown in place of the other original pages.

"It's rarely shown, and that's part of our strategy for preserving it and making it accessible," said Catherine Nicholson, an archives conservator. "Our goal is to keep its current condition so that it can be enjoyed not only by people today, but by future generations."

Five killed, 20 injured in Oregon bus crash: state police

PORTLAND, Oregon (Reuters) - Five people were killed and some 20 others injured on Sunday when a charter bus skidded off an icy highway near Pendleton, Oregon, police said.

The Oregon State Police said a preliminary investigation showed the charter bus, carrying about 40 people, "lost control on the snow/ice covered westbound lanes of Interstate 84" near Pendleton.

The bus crashed through a guardrail and went down an embankment of around 200 feet. People trained in rope rescue were needed to bring victims back up to the highway, police said.

By early afternoon about 20 people had been taken to local hospitals.

St. Anthony Hospital in Pendleton received 18 of the injured said Larry Blanc, the hospital's director of communications.

"About 10:30 this morning we got the call and declared a Code D, which means we bring in extra staff and supplies," he said, adding that D stands for "disaster."

"There are various types of injuries. Some of the injured were able to walk in on their own," Blanc said. "We are taking a lot of CT scans and assessing the injuries

Some of the injured were also transported to nearby hospitals by ambulance and some were transported by air to other hospitals with trauma centers, he said.

There were three planes standing by at the Pendleton airport to transport the injured to hospitals out of the area. Pendleton is about 210 miles east of Portland, police said.

Authorities did not immediately release the name of the charter bus company, the destination or origin of the bus, and no details were given on the passenger group.

Pendleton is in northeast Oregon near the border with Washington state.

TEXT-S&P cuts Consolidated Minerals to 'B-'; outlook negative

Rationale

The downgrade reflects our view that protracted softness in the manganese

market will continue to pressure ConsMin's EBITDA in the fourth quarter of

2012 and in 2013. We therefore expect that the group's leverage will be high,

with a Standard & Poor's ratio of adjusted debt to EBITDA at more than 10x at

year-end 2012, compared with 3.5x at the end of 2011. We also factor in the

prevailing uncertainty on the supply-demand balance and price for manganese in

2013, which we think may prevent ConsMin from improving EBITDA and lead to

continued negative free operating cash flow (FOCF). The downgrade also takes

into account our view, under our criteria, of the group's "less than adequate"

liquidity, which we think could weaken further if FOCF turns substantially

negative.

Lower Chinese imports of manganese pulled down ConsMin's sales volumes by 18%

in the first nine months of 2012, with a particularly severe contraction in

the Electrolytic Manganese Metal (EMM) end market. We expect very weak

fourth-quarter results, given the lower benchmark manganese price of $5.2/dmtu

(dry metric ton unit) during the period (versus $5.35/dmtu in the third

quarter), and the group's decision to temporarily halt production in Ghana in

November and December in order to focus on waste stripping amid feeble demand

from the EMM market.

We think that the group will post weak EBITDA of about $32 million for

full-year 2012 (excluding a noncash inventory write-back of about $34

million), assuming that fourth-quarter EBITDA is close to breakeven. Its cash

balances at the end of 2012 will likely decrease to about $80 million from

$133 million reported on Sept. 30, 2012.

In our base-case scenario for 2013 we factor in EBITDA of about $90 million

and debt to EBITDA below 5x for ConsMin. This is based on the following

assumptions:

-- A benchmark manganese price of $5.2/dmtu as we don't expect markedly

stronger demand for manganese ore in 2013 given the weak steel industry

conditions globally.

-- Further reductions of cash costs, which in our view will likely be the

main boost to ConsMin's EBITDA. This year, the group successfully completed

the transition from contractor mining to owner-operated mining in Australia,

thereby lowering its cash costs to $2.93/dmtu in the third quarter of 2012

from $3.63/dmtu in the same period in 2011. ConsMin should be able to achieve

additional cash cost cuts by switching to lower strip ratio pits in Australia

for the next 2-3 years.

We also take into account what we view as considerable downside risks to our

forecast, such as:

-- The lower manganese price, and

-- The group's inability to execute the cash reduction program, although

we note its good track record in 2012, and

-- Potential Australian dollar appreciation.

If 2013 EBITDA is markedly below our base case of $90 million, this would

likely lead to substantially negative FOCF and consequently weaker liquidity.

Liquidity

We assess ConsMin's liquidity as "less than adequate" under our criteria. We

think that ConsMin has limited relationships with commercial banks, as

demonstrated by the absence of sizable and long term committed liquidity

facilities. We also think that the group has limited ability to absorb a

high-impact, low probability event without need for refinancing. We also think

that material negative FOCF could tighten liquidity.

We estimate ConsMin's ratio of liquidity sources to uses at more than 1x for

the 12 months starting Oct. 1, 2012.

Key liquidity sources over this period include:

Surplus cash of about $87 million, after deduction of $30 million that we view

as tied to operations and $16 million of pledged cash.

Funds from operations of about $40 million.

$11 million under equipment-financing facility in Australia.

We project the following uses over the same period:

Capital spending of $60 million. We note that the group has the flexibility to

cut its capex if market conditions deteriorate.

No dividends and no substantial debt maturities in the next two years.

ConsMin has $22 million available under the overdraft facility in Ghana that

matures on Dec. 31, 2013. We exclude it from the liquidity sources because of

its relatively short-term maturity and the need for the group to renew it each

year.

Additional liquidity sources could stem from ConsMin's ability to divest its

minority stakes in two Australian listed mining companies, OM Holdings Ltd.

(not rated) and BC Iron Ltd. (not rated). The market value of these stakes was

$86.2 million on Sept. 30, 2012.

On the positive side, ConsMin no longer has any maintenance financial

covenants since it repaid its Australian working capital facility. The bond

documentation contains incurrence covenants: a fixed charge coverage ratio of

at least 2.5x and senior secured leverage below 2.5x. We expect these levels

were exceeded as of end-September 2012.

Still, we think that the permitted debt basket leaves substantial leeway for

additional funding.

Recovery analysis

The issue rating on ConsMin's $405 million senior secured notes due 2016

(which includes the $34 million spent on buying back outstanding notes held as

Treasury stock as of Sept. 30, 2012) is 'B-', in line with the corporate

credit rating on the company. The recovery rating on the notes is '4',

indicating our expectation of average (30%-50%) recovery in the event of a

payment default.

The recovery rating on the notes reflects ConsMin's tangible asset value and

the guarantees and security provided for the notes. At the same time, recovery

prospects are constrained by material, senior claims with a legal or

structural advantage, which are attached to some of the company's valuable

Australian assets. Weaker enforceability prospects in the more uncertain

Ghanaian jurisdiction further constrain recovery prospects.

The notes are guaranteed by subsidiaries representing 86% of consolidated

total assets at end-December 2011 and benefit from the following:

A first-ranking lien over all of the shares in the issuer and the guarantors

that are located outside of Australia.

A first-ranking lien equitable mortgage over all of the shares in the

Australia-based guarantors, and a first-ranking lien over substantially all of

their property and assets (excluding the priority security).

A second-ranking charge over inventory and stockpiles of ore held by the

Australian guarantors, as well as over accounts receivable from the sales of

such ore (the "priority security"). However, at enforcement, the notes will

rank second in right of payment behind the credit facilities in respect of the

proceeds of the Australian security package.

We believe that the most likely center of main interest will be Jersey (U.K.)

or Australia, where the most valuable security is located and where we believe

there are creditor-friendly insolvency regimes. However, we note that the

company generates a substantial part of its earnings in Ghana (B/Stable/B), a

country with a degree of sovereign risk and whose insolvency regime and

jurisdiction we have not analyzed.

Our simulated default scenario contemplates a default in 2014, mainly owing to

volatility in the manganese mining industry, combined with ConsMin's potential

inability to service its debt.

We value the company as a going concern. This is because we believe it would

most likely be reorganized in the event of a hypothetical default, given its

good position in the manganese market. We calculate ConsMin's EBITDA at about

$60 million at the time of simulated default. Assuming a 4.5x multiple of

EBITDA at default--to account for the volatility of valuations in the sector

and the location of assets--we obtain a gross enterprise value of about $270

million.

After deducting priority liabilities, drawings under the $20 million

equipment-financing facility, and permitted debt under the covenants, we

calculate that about $165 million would be available for noteholders. Of

these, we estimate that about 70% would come from Australia, the most reliable

jurisdiction in insolvency situations (in spite of the current

underperformance) and the provider of tangible asset security to the notes,

although there could be upside coming from the asset security provided in

Ghana, as the company has generated and will likely generate a significant

portion of its EBITDA there. In addition, our valuation includes six months of

prepetition interest. We therefore anticipate average (30%-50%) recovery

prospects for the $405 million notes, which equates to a recovery rating of

'4'.

Outlook

The negative outlook reflects the risk of a downgrade in the next 12 months if

we saw a substantial reduction in ConsMin's cash balance and ensuing

deterioration in its liquidity. This could stem from sizable negative FOCF in

2013, which could in turn be triggered by EBITDA below the $90 million we

anticipate in our base case, owing to further manganese price declines, or

delays in the group's cost reduction plan, and the absence of timely capex

adjustments.

We could revise the outlook to stable if ConsMin successfully executed its

program to cut cash costs, and returned to sustainable neutral-to-positive

FOCF based on manganese prices steadily above $5/dmtu.

ISLAMABAD (AP) ? Muhammad Shahid Nazir is a testament to the age-old adage that if you give a man a fish, he will eat for a day, but if you teach a man to sing about fish, his song will shoot up the British pop chart.

The 31-year-old Pakistani fishmonger catapulted to fame in recent weeks in the unlikeliest of circumstances: while hawking frozen snapper and mackerel for one British pound ($1.61) at Queens Market in London.

Not comfortable with shouting about his merchandise to attract customers, as many vendors do, he came up with a simple ditty that someone caught on video and posted on YouTube earlier this year. It became a viral sensation and has been viewed over 7 million times.

"One Pound Fish changed my whole life," said Nazir, who returned to Pakistan on Thursday to a hero's welcome and has been inundated with requests to perform and do advertisements. "I am so happy now."

To describe the song as catchy would be a gross understatement. It drills deep into your brain and sits like a lyrical jack-in-the box that goes off every few minutes, causing one to break into song involuntarily to the amusement, or perhaps growing despair, of those nearby.

"Come on ladies, come on ladies, one pound fish! Have a, have a look, one pound fish!" sings Nazir, as he points to his wares behind him. "Very, very good, one pound fish! Very, very cheap, one pound fish!"

In an era in which the Internet seems to bestow almost everyone with 15 minutes of fame, Nazir's YouTube video could have been the end of the story. But Warner Music offered Nazir a deal to record a techno-infused version of "One Pound Fish," he said. In a Bollywood-style video, he performs in a snazzy suit alongside scantily-clad dancers to a South Asian-influenced pop beat.

The music video has been viewed nearly 9 million times since it was posted on YouTube about three weeks ago. As the song gained momentum, people began talking about it as a serious contender for the fabled No. 1 Christmas single in the United Kingdom ? the song that tops the chart in the week the holiday falls. Past chart-toppers include The Beatles' "I Want to Hold Your Hand" and Whitney Houston's "I Will Always Love You."

In the end, "One Pound Fish" made it to No. 29 on the top-40 chart. It was beaten by another Internet sensation, PSY's "Gangnam Style," which clocked in at No. 6. The No. 1 spot was clinched by a version of the Hollies' "He Ain't Heavy, He's My Brother" by The Justice Collective, a group of star musicians who recorded the charity single for victims of a stampede at a soccer stadium in 1989 that killed 96 people.

Nazir definitely doesn't view missing out on the No. 1 Christmas single as a setback. He has returned to his home country to get a visa for France for the release of his hit song there and also has plans to take "One Pound Fish" to the United States, where he hopes it will make a big splash.

It has been quite a ride. He grew up in the little-known town of Pattoki near the eastern city of Lahore. His father owned a transport company, but his passion was always music, and he spent his youth singing both religious songs and pop hits by stars like Michael Jackson.

He traveled to Britain to study but eventually got a work permit and started working as a fishmonger in London nine months ago, he said. He now wants to pursue a career in music, but the fish stall in London will always hold a special place in his heart.

"I can't forget England, Queens Market, my fish stall because that place changed my whole life," said Nazir.

AP source: Retired Gen. Norman Schwarzkopf dies

WASHINGTON (AP) ? Retired Gen. H. Norman Schwarzkopf, who topped an illustrious military career by commanding the U.S.-led international coalition that drove Saddam Hussein's forces out of Kuwait in 1991 but kept a low public profile in controversies over the second Gulf War against Iraq, died Thursday. He was 78.

Schwarzkopf died in Tampa, Fla., where he had lived in retirement, according to a U.S. official, who was not authorized to release the information publicly and spoke on condition of anonymity.

A much-decorated combat soldier in Vietnam, Schwarzkopf was known popularly as "Stormin' Norman" for a notoriously explosive temper.

He served in his last military assignment in Tampa as commander-in-chief of U.S. Central Command, the headquarters responsible for U.S. military and security concerns in nearly 20 countries from the eastern Mediterranean and Africa to Pakistan.

Schwarzkopf became "CINC-Centcom" in 1988 and when Saddam Hussein invaded Kuwait three years later to punish it for allegedly stealing Iraqi oil reserves, he commanded Operation Desert Storm, the coalition of some 30 countries organized by President George H.W. Bush that succeeded in driving the Iraqis out.

"Gen. Norm Schwarzkopf, to me, epitomized the 'duty, service, country' creed that has defended our freedom and seen this great nation through our most trying international crises," Bush said in a statement. "More than that, he was a good and decent man ? and a dear friend."

At the peak of his postwar national celebrity, Schwarzkopf ? a self-proclaimed political independent ? rejected suggestions that he run for office, and remained far more private than other generals, although he did serve briefly as a military commentator for NBC.

While focused primarily in his later years on charitable enterprises, he campaigned for President George W. Bush in 2000 but was ambivalent about the 2003 invasion of Iraq, saying he doubted victory would be as easy as the White House and Pentagon predicted. In early 2003 he told the Washington Post the outcome was an unknown:

"What is postwar Iraq going to look like, with the Kurds and the Sunnis and the Shiites? That's a huge question, to my mind. It really should be part of the overall campaign plan," he said.

Initially Schwarzkopf had endorsed the invasion, saying he was convinced that former Secretary of State Colin Powell had given the United Nations powerful evidence of Iraqi weapons of mass destruction. After that proved false, he said decisions to go to war should depend on what U.N. weapons inspectors found.

He seldom spoke up during the conflict, but in late 2004, he sharply criticized then-Defense Secretary Donald Rumsfeld and the Pentagon for mistakes that included inadequate training for Army reservists sent to Iraq and for erroneous judgments about Iraq.

"In the final analysis I think we are behind schedule. ... I don't think we counted on it turning into jihad (holy war)," he said in an NBC interview.

Schwarzkopf was born Aug. 24, 1934, in Trenton, N.J., where his father, Col. H. Norman Schwarzkopf Jr., founder and commander of the New Jersey State Police, was then leading the investigation of the Lindbergh kidnap case, which ended with the arrest and 1936 execution of German-born carpenter Richard Hauptmann for stealing and murdering the famed aviator's infant son.

The elder Schwarzkopf was named Herbert, but when the son was asked what his "H'' stood for, he would reply, "H." Although reputed to be short-tempered with aides and subordinates, he was a friendly, talkative and even jovial figure who didn't like "Stormin' Norman" and preferred to be known as "the Bear," a sobriquet given him by troops.

He also was outspoken at times, including when he described Gen. William Westmoreland, the U.S. commander in Vietnam, as "a horse's ass" in an Associated Press interview.

As a teenager Norman accompanied his father to Iran, where the elder Schwarzkopf trained the country's national police force and was an adviser to Reza Pahlavi, the young Shah of Iran.

Young Norman studied there and in Switzerland, Germany and Italy, then followed in his father's footsteps to West Point, graduating in 1956 with an engineering degree. After stints in the U.S. and abroad, he earned a master's degree in engineering at the University of Southern California and later taught missile engineering at West Point.

In 1966 he volunteered for Vietnam and served two tours, first as a U.S. adviser to South Vietnamese paratroops and later as a battalion commander in the U.S. Army's Americal Division. He earned three Silver Stars for valor ? including one for saving troops from a minefield ? plus a Bronze Star, a Purple Heart and three Distinguished Service Medals.

While many career officers left military service embittered by Vietnam, Schwarzkopf was among those who opted to stay and help rebuild the tattered Army into a potent, modernized all-volunteer force.

After Saddam invaded Kuwait in August 1990, Schwarzkopf played a key diplomatic role by helping to persuade Saudi Arabia's King Fahd to allow U.S. and other foreign troops to deploy on Saudi territory as a staging area for the war to come.

On Jan. 17, 1991, a five-month buildup called Desert Shield became Operation Desert Storm as allied aircraft attacked Iraqi bases and Baghdad government facilities. The six-week aerial campaign climaxed with a massive ground offensive on Feb. 24-28, routing the Iraqis from Kuwait in 100 hours before U.S. officials called a halt.

Schwarzkopf said afterward he agreed with Bush's decision to stop the war rather than drive to Baghdad to capture Saddam, as his mission had been only to oust the Iraqis from Kuwait.

But in a desert tent meeting with vanquished Iraqi generals, he allowed a key concession on Iraq's use of helicopters, which later backfired by enabling Saddam to crack down more easily on rebellious Shiites and Kurds.

While he later avoided the public second-guessing by academics and think tank experts over the ambiguous outcome of Gulf War I and its impact on Gulf War II, he told the Washington Post in 2003, "You can't help but... with 20/20 hindsight, go back and say, 'Look, had we done something different, we probably wouldn't be facing what we are facing today.'"

After retiring from the Army in 1992, Schwarzkopf wrote a best-selling autobiography, "It Doesn't Take A Hero." Of his Gulf war role, he said, "I like to say I'm not a hero. I was lucky enough to lead a very successful war." He was knighted by Queen Elizabeth II and honored with decorations from France, Britain, Belgium, Kuwait, Saudi Arabia, United Arab Emirates, Qatar and Bahrain.

Schwarzkopf was a national spokesman for prostate cancer awareness and for Recovery of the Grizzly Bear, served on the Nature Conservancy board of governors and was active in various charities for chronically ill children.

"I may have made my reputation as a general in the Army and I'm very proud of that," he once told the AP. "But I've always felt that I was more than one-dimensional. I'd like to think I'm a caring human being. ... It's nice to feel that you have a purpose."

Schwarzkopf and his wife, Brenda, had three children: Cynthia, Jessica and Christian.

Business Matters: What Mattered -- and Didn't -- in Digital Music Startup Funding in 2012

Was 2012 a good year for music startup fundraising? It probably depends on your definition of a music startup and how many companies you'd like to raise the millions of dollars required to operate a licensed, on-demand music service. But make no mistake: a lot of companies raised a lot of money this year.

A post at Digital Music News says $619 million was invested in music startups in 2012. In reality, far less was invested in companies involved specifically with music, and even less was invested in companies that actually license music -- less than $400 million using a strict definition.

Five Digital Startups to Watch in 2013

First, a few companies should have been left off the list. Gumroad ($7 million) offers an online direct-to-fan solution that is marketed to labels and musicians but is not strictly a music service. Backplane ($4,500,000) is an online social network backed by Troy Carter and Lady Gaga that's no more a music company than is Twitter or Foursquare. Fanzy ($500,000) is a social loyalty network for brands, not just bands. Qvivo ($1 million) is a cloud storage service that covers all media, not just music. Sonic Notify ($4.5 million) creates hardware and software for concerts as well as other settings.

Some other companies may or may not be considered digital music companies. Sonos ($135 million) makes affordable hardware for streaming digital music in the home that integrates many popular subscription and Internet radio services. Roku ($45 million) creates hardware that allows people to stream audio and - mainly, because of the popularity of Netflix - video to their TVs.

Ticketing companies offer products that can be used be a variety of clients, including music venues and concert promoters. Ticketfly ($22 million) has mostly music-focused clients, but it also serves non-music clients like the Kentucky Renaissance Fair. Online ticket search engine SeatGeek ($1.65 million) caters to sporting events as much as it does concerts. Ticketfly might get the benefit of the doubt because of its music focus, but SeatGeek could hardly be considered a music company.

Take out those companies mentioned above and focus on the companies that do music in a more traditional sense, and you're left with $398 million.

Of that $398 million, over half --- $230 million -- was raised by on-demand services, Spotify and Deezer, in an era when startups "supposedly" can't raise money for licensed services. It's true that not every startup can raise the millions of dollars needed to launch and operate a service that requires negotiated licenses. But companies -- precious few companies -- can indeed raise the required money. It's a small, select club.

The $230 million raised by Spotify and Deezer represents most people's notion of music startup funding, the next-generation platforms that will disrupt the status quo and change the way people listen to music. This is the money that is going up against Apple, Amazon and Google. This is the money that will result in the most revenue and the biggest mergers, acquisitions or IPOs.

While few companies that actually license music got funding in 2012, investors spread $168 million in on music startups that don't require negotiations with rights owners. Radio services accounted for $20 million: Senzari ($1 million), TuneIn ($16 million), and Soundrop ($3 million), a social radio service that runs on the Spotify platform.

Artist services continued to grab money in 2012. SoundCloud raised $50 million to expand its popular platform for hosting audio files. Gobbler, a platform for efficiently transferring files, raised $1.75 million.

Business-to-business companies did well in 2012, too. Music intelligence company the Echo Nest raised $17.5 million. Music analytics startup Next Big Sound raised $6.4 million.

It's unlikely, although not impossible, that any digital music services other than Spotify or Deezer will raise big money in 2013. But more money could be raised on the backs of those services. Just as Soundrop raised $3 million for a radio service that currently operates exclusively on the Spotify platform, additional startups will become more established as these streaming platforms become more established. Digital innovation is sometimes defined as anything tied to licensed music services. With companies like Soundrop raising money, that definition carries even less weight.

Sudan's Bashir says ready to meet Kiir to try to get oil flowing

KHARTOUM (Reuters) - Sudan's President Omar Hassan al-Bashir said on Wednesday he was ready to meet his South Sudanese counterpart Salva Kiir to try to move forward with setting up a demilitarized border zone and restart oil flows.

His comments raise the prospect that the two could set aside their differences after signing agreements in September meant to secure their disputed border and to allow the South to resume oil exports after the two came close to war in April in the worst violence since Juba seceded last year.

However, neither country has yet withdrawn its army from either side of their shared border, a precondition to resume oil flows from the landlocked south through the north, a lifeline for both economies.

South Sudan had initially planned to resume exports by year-end after shutting down its output of 350,000 barrels a day in January after failing to agree an export fee with Sudan.

Two weeks ago, the African Union, backed by Western powers, urged Bashir and Kiir to meet as soon as possible to resolve all their disputes. Delegations from both countries are scheduled to resume talks in Ethiopia in mid-January.

"I am ready to meet Salva Kiir to speed up implementing all agreements at the same time," Bashir said, after meeting Ethiopian Prime Minister Hailemariam Desalegn who is trying to mediate in the row.

"I am ready to meet Kiir at any place," Bashir said.

Desalegn said he would fly to Juba on Thursday to meet Kiir. "I will be having the same discussion with President Salva Kiir to help us implement the already signed agreements," he said.

South Sudan seceded from Sudan under a 2005 peace agreement which ended decades of civil war. But both countries have yet to demarcate their disputed border which straddles oil production facilities.

The two rivals are also at odds over Abyei, a contested area between Sudan and South Sudan prized for its fertile grazing land.

Confusing Your Loved One and the AddictionThe term ?codependency? is often used to describe a relationship with an addict. A codependent relationship is one in which one person takes a passive, controlling or caretaking role in relation to the other person. In a healthy relationship there is give and take. When that give and take get out of balance, the relationship takes on codependent elements. Relationships that are complicated by addiction involve and addict who does all of the taking and a loved one who does the giving. This giving can take on many forms, but the result is always the same: It allows an addict to remain comfortable in his or her addiction.

According to PsychCentral codependent behaviors and attitudes related to addiction include the following:

  • Making excuses for an addict
  • Cleaning up after an addict
  • Setting aside personal hobbies and interests when the addict needs something
  • Continuing to help the addict even if he or she is abusive
  • Denying that the addict has a problem
  • Refusing to confront an addict
  • Giving an addict money, food or drugs
  • Feeling like you can?t survive without the addict
  • Constantly adapting to meet the addict?s needs
  • Forfeiting your own needs to meet the needs of an addict

What makes codependency so difficult to identify is that these many of these behaviors and attitudes are rooted in concern, compassion and self-sacrifice, which are considered as hallmarks of love. However in codependency these actions stem from somewhere other than healthy love.

Why Do Codependent Behaviors Exist?

Enabling an addict to remain actively in addiction seems counterintuitive to a healthy relationship, so why would any person allow this behavior to continue? Most often such a relationship continues because partners, spouses and loved ones are in denial that their behavior is unhealthy. To admit a problem means upsetting the delicate structure of the relationship. Psychology Today lists the following additional reasons unhealthy relationships continue:

  • Perceived compassion. A loved one may simply not want to hurt an addict?s feelings. While this might seem like a noble and ?nice? gesture, it is simply a smokescreen. What is really behind the compassion is fear?fear of upsetting the stasis of the relationship, fear of upsetting the addict and fear of retaliation.
  • Fear. Fear is a powerful motivator in unhealthy relationships. A loved one may fear the reaction of an addict, when the balance of power is shifted. An addict may react in anger or may otherwise make a person ?sorry? for their actions. A loved one may be afraid of how the relationship will change and would rather keep things as they are instead of having to face the unknown. Keeping the peace is the ultimate priority above personal safety, stability and preservation.
  • Concern about judgment. If a loved one changes the dynamics of a relationship, he or she might be perceived as uncaring, mean or heartless. Why would you let your loved one stay in jail? Why would you kick him out of the house? Because no one knows what goes on behind closed doors, judgment comes easily. Many people are unable to accept being perceived in a negative light.
  • Hope. Hope can be a dangerous tool in the hands of an addict. Phrases like, ?I promise I?ll be better? and, ?I promise this was the last time? can lead loved ones to give him or her yet another chance. A loved one genuinely wants an addict to change and will believe almost anything to keep that hope alive.
  • Comfort. In a codependent relationship the people involved are comfortable with the roles they play. A partner or loved one can be comfortable being the martyr or being the rescuer.

Because these issues distort relationships, it is important for loved ones to participate in the therapy offered to them while the addict is in treatment. Therapy is essential for both the addict and those who love him or her. In therapy you will examine ways to identify codependent behavior, how codependent behavior has been rewarded and how to develop a more balanced relationship.

Changing Your Relationship with the Addict

According to Psychology Today changing the relationship with an addict often means becoming comfortable with discomfort. This may mean setting new boundaries, enforcing old boundaries, setting up an intervention for an addict or cutting off the relationship if it continues to foster dependency and addiction. Changing the relationship means admitting to yourself and to others that the addict has a problem that you cannot fix. If you have been entrenched in a pattern of unhealthy behavior for a long time, you will need the help of professionals who are skilled in detecting and dealing with unhealthy relationships. They can help you examine why you remain in a toxic relationship and how you can change.

Pakistan?s T20 skipper Mohammad Hafeez has backed the out of form experienced all-rounder Shahid Afridi to come out of an extended lean patch soon and regain selectors? confidence for the one-day format of the game as well.

Afridi has been struggling for form, both with the bat and the ball, since the 2011 ICC World Cup, and was dropped for the three ODIs against India, late this month, while retaining him for the preceding T20 Internationals against the Men in Blue.

However, Afridi scored back-to-back half centuries (52 and 92) during the one-day practice matches at the pre-tour training camp in Lahore last week, to press his claims for a recall into the national one-day squad.

?Afridi is a tough guy and I am sure he will wriggle out of the crisis,? said Hafeez after while speaking to media reporters after a long practice session on Sunday. ?He is taking it positively and as a challenge. His preparation for the Twenty20 matches is excellent,? added the Pakistan all-rounder, who has so far played 107 One Day Internationals and 40 T20 Internationals.

Hafeez also paid rich tribute to the Indian batting prodigy Sachin Tendulkar saying he felt dejected about the veteran?s retirement. The 39-year-old Master Blaster, on Sunday afternoon announced retirement from One Day International Cricket, making himself unavailable for selection for the three-match series against Pakistan.

The Pakistan all-rounder, who will be leading the Men in Green during the short two-match T20 series against the Men in Blue, starting on Wednesday, said they will miss the iconic batsman when playing against India over the next couple of weeks.

?Pakistan will miss Tendulkar,? said the Sargodha born right-hander. ?I admired him as he was a dominant cricketer. He upset all types of bowlers during his career,? he added further.

Hafeez also admitted that Indian skipper Mahendra Singh Dhoni was far more experienced when it comes to captaincy. However, he was not wary of Dhoni?s captaincy tactics and said that his focus during the series would be to keep his team motivated during the pressure games.

"Dhoni is far more experienced captain than me and Misbah-ul-Haq. But having said that every captain has to face challenges. My aim will be to see that my side plays without any pressure and express themselves as much they can," concluded the Pakistan T20 skipper.

Researchers in the UK said an experimental ?Trojan horse? cancer therapy ?completely eliminated? the disease in mice.

According to?BBC News, the team hid cancer killing viruses inside the immune system in order to sneak them into a tumor.

Once inside, tens of thousands of viruses were released to kill the cancerous cells,?according to a study in the journal Cancer Research.

The title of the study is: ?Macrophage Delivery of an Oncolytic Virus Abolishes Tumor Regrowth and Metastasis After Chemotherapy or Irradiation.?

While experts labeled the study as ?exciting,? human tests are still needed.

?There?s a problem with getting enough virus into the tumor,? Prof Claire Lewis from the University of Sheffield told the BBC.

Patch Recipes: Drink It up on Christmas - Attleboro-Seekonk Patch ...

Christmas is almost here. If you're celebrating, hopefully you've bought all your presents by now. You probably already know what you're doing food-wise. But did you figure out what you're going to drink? If not, we've got a couple drink recipes that are perfect for Christmas. Just make sure you're over 21 and have a designated driver.

The following recipes from Eureka-Wildwood, Mo. Patch?were created by?Suzanne Corbett, an award-winning writer/producer, culinary teacher and food historian.

Lemon Drop Champagne Punch

  • 3 lemons, room temperature
  • 1/3 ?cup sugar
  • 1 bottle champagne, chilled
  • 3/4 cup vodka, chilled
  • 4 ounces candied lemon peels?

With a vegetable peeler, remove zest from each lemon in a long, continuous spiral. Juice lemons, and strain pulp (you should have 3/4 cup juice). Set aside. Heat sugar and 1/2 cup water in a small saucepan over medium-high heat, stirring until sugar has dissolved. Bring to a boil. Remove from heat. Add zest. Let syrup cool completely, about 2 hours.

Pour champagne, vodka, lemon juice, and syrup into a punch bowl; stir. Serve glasses of punch with candied peels.

Cranberry, Tangerine and Pomegranate Punch

  • 1 bag (12 ounces) fresh cranberries, for swizzle sticks
  • 1 bunch mint, for swizzle sticks
  • 2 cups freshly squeezed pomegranate juice (about five pomegranates)
  • 3 cups freshly squeezed tangerine juice (about seven tangerines)
  • 5 cups cranberry-juice cocktail
  • 2 bottles champagne

Spear three cranberries alternately with two mint leaves on each wooden skewer. Place skewers on a baking sheet; cover with damp paper towels, and refrigerate up to one hour.

In a large punch bowl, stir together fruit juices. Fill the glasses with ice, and ladle a 1/2 cup punch into each glass; top with champagne. Garnish each glass with a swizzle stick.

Algonquin Punch

  • Peel from 4 lemons (removed in strips with vegetable peeler)
  • 1/3 cup superfine sugar
  • 2 cups fresh raspberries, divided
  • 3 cups Gin
  • 2 cups fresh lemon juice
  • 1 1/2 cups dark rum
  • 6 cups ice cubes
  • 1 ice block*
  • 2 cups chilled champagne
  • Lemon slices

Place lemon peel strips in large bowl. Add sugar and mash with muddler or wooden spoon to infuse sugar with lemon. Add 1 1/4 cups raspberries and mash to blend. Pour in gin, lemon juice, and rum. Add ice cubes; stir to blend. Refrigerate punch 20 minutes. Place ice block in punch bowl. Strain punch over ice block into bowl. Add champagne; stir to blend. Garnish punch with lemon slices and remaining 3/4 cup raspberries.

*To make the ice block, fill a 9x5x3-inch loaf pan with water and freeze it solid. Dip the pan into hot water to release the ice block.
